Guideline Conflicts Requiring Editorial Decision
The attached SMK 2026 guidelines were read in full. The conflicts below are flagged rather than silently overwritten.
Document type
SMK packet: Packet titled for SMK 2026 / conference submission, registration, and presentation.
Journal context: Viksit Bharat Journal is a serial (ISSN 2278-1757), not a one-time conference site.
Decision needed: Confirm which SMK rules apply only to SMK conference tracks vs all journal submissions.
Similarity thresholds
SMK packet: Overall similarity ≤18%; single source ≤7%.
Journal context: Journal plagiarism policy previously avoided hard-coding percentages until board adoption.
Decision needed: Adopt SMK thresholds journal-wide, keep them SMK-only, or publish a different official limit.
Reference style
SMK packet: IEEE style references.
Journal context: Platform citation tools also support APA/MLA/Chicago/BibTeX/RIS.
Decision needed: Confirm IEEE as mandatory journal style or allow discipline-appropriate styles.
Registration & presentation
SMK packet: Author registration, 12-minute talk, 15 slides, conference kit/certificate.
Journal context: Journal publication does not inherently require conference registration.
Decision needed: Keep these requirements on conference pages only.
Copyright forms
SMK packet: Transfer to Conference Organizing Committee (Form-1).
Journal context: Journal copyright is under DHE / Viksit Bharat Journal licensing.
Decision needed: Do not reuse conference Form-1 as the default journal copyright instrument.
ISBN vs ISSN
SMK packet: Conference/proceedings packets sometimes expect ISBN thinking.
Journal context: The journal uses ISSN 2278-1757. ISBN is for books/proceedings volumes, not the serial.
Decision needed: Never replace ISSN with ISBN on journal identity surfaces.
